All Yeas MC Auditor, Jerry Terry reported on the audit and the deficit elimination plan for the Village. She suggests the Village eliminate the Equipment Fund and put those funds into the General Fund. The President asked if the Village could forgive the debt. Jerry said the Village could forgive it. The Village could have just transferred the money instead of making it a loan. The Village has to make a decision, she has to turn in the deficit elimination plan with the Audit. All Yeas MC Public Comments Sally Labadie wants to know what Council can do to clean up the garbage, trash, and junk around some of the houses and downtown area. She suggests no trailers, campers or junk vehicles in the front yard. She recommends a cleanup week with a dumpster for residents use. Or an incentive program for the residents to get them motivated to make Bancroft look better. Councilwomen, Ann Miller said that Waste Management picks almost anything people put out on Thursdays. She does not think a dumpster is needed. It was suggested to post on the Website that Waste Management will take tires as long as the sidewalls are cut off, so they cannot trap water. President reported that the Humvee cannot be sold. The Federal Government owns it and they are not doing title transfers at this time. Old Business 1. Discussion on Deficit Reduction Plan Motion Barnum Support R. Miller Forgive the $35,000.00 debt owed to Equipment Fund from General Fund. RCV Yeas: Barnum, A. Miller, R. Miller, Johnson. Nays: Bible MC 2. Discussion on Master Plan. Doug Piggott says it will cost approx. $2,000.00 unless changes are made. Motion Barnum Support Bible Refer master plan to the Planning Commission for consideration. All Yeas MC 3. Squad car tires discussed. Motion Barnum Support Bible Table squad car tires till November meeting. All Yeas MC 4. Alley maintenance procedures tabled till November. 5. Water dept. problems discussed. The generator and control panel have been down for over a month. DPW has estimates on repairs. Motion Barnum Support R. Miller Accept the estimates for PM technologies @ $1,225.11 to repair generator and Peerless, Inc. @ $2,529.54 for the PLC panel. RCV All Yeas MC 6. Sheri Green sent a letter of interest for the vacant council seat. She was not present so council tabled till November. RCV All Yeas MC Members of the Planning Commission are Richard Wright, Matt Post, Lisa Bible, Kevin Bible. New Business 1. Motion Bible Support Barnum Hours for Halloween night are from 6pm to 8pm. Weather permitting, Trunk or Treat will be on Warren St. between Main and Shiawassee. If it is rainy the Lions, Churches can use the Community Hall. All Yeas MC 2. The $300.00 approved last month for the Police computer does not cover software. President will get estimates. Tabled till November. 3. Bible informed Council that the Village needs to get up to date, to get ready for grant writing. Justin Horvath has a template to help. They will come and talk to Council about what needs to be done. 4. Motion A. Miller Support Barnum Approve the Title IV Non-Discrimination Plan. All Yeas MC 5. Motion Barnum Support A. Miller Accept bid from Detroit Salt Co. for up to 150 tons, not to exceed $9,195.00 and to order 100 tons immediately. RCV All Yeas MC 6. Lisa Demankowski from NJB Architects discussed how the Shiawassee Twp. Hall plans were coming along. Wanted to know if anyone had any questions or concerns. Lisa Fall discussed the possibility of the Village putting in a bike/walk path along the side of the new Twp. Hall and possibly using Act 51 monies. 7. Bible will put LED’s in the Village office and see about cleaning the lenses to make it brighter. Oct. 14, 2015 minutes continued Pg 4 8. Motion Barnum Support A. Miller Spend up to $500.00 for 2” Styrofoam to cover septic, from the building to the header. RCV All Yeas MC 9. Joint Police Dept. with Shiawassee Twp. turned over to the Liaison Committee. Liaison Committee is R. Miller, Barnum and Bible. 10. Motion Barnum Support A. Miller Permit Village Wide rummage sales September 9 – 10, 2016 and to wave all fees. All Yeas MC Motion Barnum Support A. Miller Extend meeting. All Yeas MC Lisa Bible would like permission to use the corner of Main & Warren to rent space during the Village wide rummage for outsiders. Tabled till November 11. President will do a Liability Waver for the wood. Motion Barnum Support R. Miller Put the current wood pile that the Village has collected up for bid on the Website. All Yeas MC 12. Treasurer and President will look into water billing training tomorrow. 13. Motion A. Miller Support Barnum Apply for MI Deal and get it paid for before it is too late and not to exceed $200.00.
